How do I know whether a property counts as new or resale for the visa?
It's new if it has never been occupied and is bought from the developer or its successor as a first sale. It's resale if it was previously marketed, occupied, leased or transferred to an unrelated third party, even if nobody ever lived in it. We check the transfer history at the Public Registry before reserving; your immigration attorney confirms the classification.
Do pre-construction projects work for the Qualified Investor visa?
Yes, from $300,000 through a promise-to-purchase with the developer, backed by an irrevocable banking instrument from a licensed Panamanian bank, and for no more than three cumulative years under that structure (PMA Lawyers, September 2026). Your immigration attorney reviews the instrument's terms.
Can I finance part of the purchase with a mortgage?
Only the amount above the minimum: per Icaza's analysis of Decree 17, no lien may reduce the net computable value below $300,000 (new) or $500,000 (resale). On an $800,000 resale, for example, compatible financing reaches $300,000. Confirm the structure with your attorney and your bank.
How long does the visa take after buying the property?
According to PMA Lawyers (September 2026), the Ministry of Commerce and Industries issues the investment certificate within 15 business days and the National Immigration Service rules within 30 business days; the purchase and its recording at the Public Registry come first.
