Public Registry (Registro Público)
Definition
Panama's Public Registry is the state institution where properties, their owners, mortgages, and liens are recorded. What appears there is a property's legal truth: whoever is not recorded as owner is not the owner vis-à-vis third parties.
In practice
Every serious due diligence starts here: with the finca number you verify who the real owner is, whether recorded mortgages, garnishments, or lawsuits exist, and the official measurements and boundaries. The registry is public and searchable online, but reading a registry certificate correctly has nuances — which is why a lawyer does the review. No purchase should move forward without this step, however trustworthy the seller seems.
